Quick question: In animes/drama, whenever the main guy character ends up with a "missing the phone call because the girl gets a busy signal"... What's up with that?

Do they not have voicemail/call waiting? Or is it a premium service that most customers don't feel like paying for?

Just something I was wondering...

I don't know if they have voicemail/call waiting, but otherwise it might just be used as a plot device to conveniently stop a message from coming through
