Just out of curiosity, if I lose a ship (probably a Hulk or Covetor) can I submit SRP for it? This question is being asked with the assumption that the loss was incurred while in an official SMA mining fleet)

Depends on the purpose of the mining fleet, really. If it is an SMA mining operation with the intent to gather minerals to meet a quota, 100% yes. If it is an SMA mining op after quota has been met, still 100% yes. If it is an unofficial fleet of just people getting together to mine, odds are about 50/50 depending on whether the FC is an actual FC, or just Joe Happens-to-be-here.
