Does it do anything? I haven't be able to determine if it does anything, except allow me to give gifts to children...

Keep going to the smilebringer each game day, and he will give you another present, give it to the children, after like 6-8 times (I think) then you will be able to get Dream Hat +1.
Also remember you need the Sandorian Tree. Its also another holiday season quest. It's available in Port San D'oria near the Air Travel Agency.
Do the simple quest and you'll get your tree that you place in your mog house (furniture). Than You will be able to get your Dream Hat +1. Cause when you talk to your mog he will say this was under your tree this morning... something like that.
I would get the tree first just in case before giving out all the presents.

Yeah, got the tree. Didn't realize it was related. I think I have out 6 or 7 packages already, guess I will keep it up and go talk to him again.

All it does is create Ginger Cookies.
It generates a random amount.
You can only use it once per 24 hours (earth day).
As for the cookie when you eat it, it does nothing.

Speaking of related bits that are interesting, the moogle outside the AH in Souther Sandy will teleport you to Windhurst or Bastok so you can give pressies to kids there.
Which is kinda cool, so for at least a couple days I can get to other nations for free.
Now, how do I get a rent-a-room? I would like to hang out in Bastok, since I am getting a little bored of Sandy.

There is a NPC that stand outside of the Rent-A-Room, talk to him/her and she will ask if you want to rent (what the hell, its free?!? ^^) and you go inside and boom all your stuff is there. But anything that you put in to your furnishings cannot be taken out.
